Unfortunately the article doesn't say when the interview was held, but read this little excerpt, an answer from DICE: "As mentioned before, we are signing up partners around the world to provide free ranked servers to the public."

If true then they are indeed taking their time

Depends what they mean by "free ranked servers to the public"

Every third party provider that is allowed to sell ranked servers had to contribute a number of free servers to the "EA Official" pool (what, you didn't think EA were spending all their hard-earned money on providing those did you? ), so it could just mean that

I remember a guy from EA here in the Netherlands telling me about a year ago that there was a "brainstorm group" in London which was conjuring up all kinds of ideas on how to use multiplay as a way to 1) tie customers to EA permanently and 2) counter piracy of their software.

I haven't talked to him since but I guess this Ranked Servers system was one of the options tabled then...
